Application revised & new September 15 deadline for nursing facility Workforce Incentive Grants

The Minnesota Department of Human Services (DHS) announced a revised Workforce Incentive Grant application for nursing facilities and a new September 15, 2023 deadline for submission. In addition, the request for proposals (RFP) was revised and a FAQ document created.
Under the Workforce Incentive Grant program, nursing facilities may submit an application for up to $3,000 per employee earning $30 an hour or less.
What has changed? What if I already submitted an application?
The completed application form must be submitted to DHS as an email attachment by midnight on September 15, 2023. The email address for submission is:
DHS.NFRP.CostReport@state.mn.us. The application form has been revised to allow for a request for funds to cover the associated payroll taxes specifically related to the new incentive payments. The revised application is posted on the top left of the
Nursing Facility Provider Portal.

If you have already submitted your application form, you may resubmit the revised application to reflect the associated payroll tax. If you choose not to resubmit, DHS will estimate your payroll taxes based on your original application and will add the estimated amount to your funding request. Late applications cannot be accepted. DHS will compile the total amount requested from all responding applicants to ensure approved plans do not exceed the total funds authorized for this program.
FAQs
Initially released by DHS on August 14, 2023, nursing facilities have asked many questions about the Workforce Incentive Grant RFP and application. One specific question, “Are the employer’s share of FICA, SUTA and FUTA, Unemployment taxes, counted towards the $3,000 per eligible employee,” led to a brief pause to allow DHS to determine a solution.
The answer is “No, the associated payroll taxes (FICA, SUTA, FUTA) are not counted towards the $3,000 per eligible employee. DHS has revised the application to allow providers to add FICA, SUTA and FUTA if applicable, to be an allowable use of the funds.”
