The Minnesota Department of Human Services (DHS) held their biweekly Medical Assistance (MA) and MinnesotaCare Roundtable meeting on January 19, 2023. Care Providers of Minnesota staff have started participating in these roundtables due to interest in the MA continuous coverage unwinding.

This roundtable meets several times a month, to include representatives from a variety of Medicaid and MinnesotaCare providers/organizations as well as advocates. The roundtable started meeting during COVID-19 as a way to connect with stakeholders, providing insights on Minnesota healthcare provider programs, proposed changes to those programs, and statistics to the roundtable.

On the topic of MA continuous coverage unwinding, DHS is reviewing the provisions in the Consolidated Appropriations Act 2023 that delinked the Medicaid continuous coverage policy from the end of the COVID-19 public health emergency, allowing states to begin eligibility redetermination starting in April 2023. DHS proposed to the Centers for Medicare & Medicaid Services (CMS) that Minnesota would start medical assistance (MA) renewals starting July 2023. They are waiting for CMS approval.

Communications on renewal
DHS is currently launching phase 2 of unwinding communications, adding information now to their public webpage

DHS will be sending information when enrollees’ renewal date is coming up, and print materials available (one pager) for use after DHS sends the pre-renewal notice and a one pager for use after DHS sends the renewal packet out to the enrollees.

We encourage providers to review the website now and provide suggested improvements to us that we can share with the DHS team.
