Disability waiver cost reporting to resume in March

Beginning in March 2025, the Minnesota Department of Human Services (DHS) will resume
Disability Waiver Rates System (DWRS) cost reporting as well as introduce cost reporting requirements Community First Services and Supports (CFSS) agency-model providers.
On March 31, 2025, DHS will select provider organizations to participate in the 2025 DWRS and CFSS cost reporting cycle. DHS will email the selected providers’ authorized agents to explain information to include in the cost report and instructions to log into the DWRS and CFSS cost reporting systems to complete the cost report.
Why is DHS collecting DWRS and CFSS cost-reporting data on an ongoing basis?
- To inform policymakers about the costs to provide DWRS and CFSS services
- Make evidence-based recommendations to the legislature about DWRS and CFSS payment rates
